Summary

Captain Price was the 30th US Naval Governor of Guam and served during the pre-World War period when US Navy officers were appointed to govern the CHamoru civilian population of the island. During his three-year term as Governor, he focused primarily on building roads and promoting agricultural development. The Guam Department of Agriculture was first formed under Price.

Price Elementary School in Mangilao is named for Captain Price, one of only two schools on Guam that is named for a pre-World War II American Naval Governor.
