Palomo was born on Guam in 1836 and later went on to attend seminary in the Philippines.

In 1859 he was ordained as the first ever CHamoru Catholic priest and then returned to Guam where he served the Marianas and Micronesia for the remainder of his life.

Palomo was one of the most educated men in the Marianas, able to speak five languages, CHamoru, Spanish, Carolinian, French and English.

He passed away in 1919 at the age of 82.
